The festival was held on the 5-year review of Programme No. 08 of the Hanoi Party Committee on ‘Developing Culture and Creating an Image of Elegant and Civilized Hanoians in Anticipating of the 1000th Anniversary of Thang Long-Hanoi’ and to honour the traditional cultural beauty of Hanoians.

Also at the festival, outstanding collectives and individuals were presented with certificates of merit for their contributions to the campaigns ‘The Whole Nation Unites to Build up a Cultural Lifestyle’ and the ‘Day for Poor People’. They shared their experiences lessons learnt from the campaigns in their localities. The programme also featured various performances of music and dance, a dragon dance, a drum dance and ‘Bai Bong’ traditional dance performed by folk artists form Thanh Tri and Phu Xuyen districts.
